Blaring horn for six blocks, while flipping off police with head out window, leads to 3rd OWI

An Onalaska man faces his third OWI after causing a scene after bar time Saturday morning.

Nongchica Yang was seen yelling and swearing at people downtown, threatening to fight people.

Cops initially ignored him but later saw him drive by with his head out the window, flipping them off.

He went six blocks, blaring his horn the whole time before being stopped on Jay St.

Yang admitted to being drunk and high but said he could have made it home without crashing if cops let him go.

He blew a .13. He was also charged with disorderly conduct.
