Police fine man for dragging crying dog on its back down Pearl St.

Mad at dog for sniffing rock, apparently

 

A “traveler” as the police report called him, will be back in court October 5th, after witnesses called police for his being cruel to a dog.

Elias Delaney Quinn was seen dragging his whimpering, crying dog by the leash on its back down Pearl Street in downtown La Crosse around 11 p.m. Sunday.

A witness told La Crosse police he saw the dog stop to sniff a rock, before Quinn threw his water bottle down and began cussing out the dog.

He then dragged the dog on its back to the Second St. intersection. The dog got away from Quinn at that point and ran across the street. He chased it down and cursed at it some more.

Police gave the 28-year-old a cruelty to animals citation. A woman traveling with him agreed to take care of the dog until Quinn sobered up.

    “A woman traveling with him” – yeah, I bet that was a big improvement. Poor pup.

    I hope that dog gets removed. Had I seen this happen, that dog would be living somewhere else.
