Former Holmen woman charged with reckless homicide in husband’s death

A traffic death from over a year ago in La Crosse County has led to a reckless homicide charge. 

Lori Ann Phillips of Winona is accused of causing the hit-and-run death of her husband Mark in February of 2019. 

Investigators say Mark Phillips apparently was run over outside the house in Holmen where the couple was living. 

He had multiple injuries, and hair and fiber evidence was found under the truck. 

The couple had been fighting, and Lori Ann claims she drove off in a truck as Mark was coming toward her. 

She suggested that Mark might have fallen down, and he was found dead in a snowbank. 

Investigators say Mark had several injuries, on the head, neck, and other parts of his body. 

Mark and Lori Ann had been fighting, and Lori told police that Mark had tried to choke her.
