Report; Poverty Percentage Changes With Different Measurement

A different method of measuring poverty could lead to a different understanding of just how many people are actually living in poverty.  At least that seems to be the indication in a new report from the Annie E Casey Foundation this week, which says the U.S. has long been using inaccurate measurements for child poverty.  The report says programs like food stamps and the Earned Income Tax Credit need to be taken into account when determining poverty numbers.  Without those programs, the child poverty rate in Wisconsin would be about 25%.  With those programs, it’s more like 14%.
